This is either a mistake, an attempt by them to re-invent traditional notation practices, an uninformed engraver, or software that defaults to such mistakes because the programmers were uninformed, or some combination thereof. Half Note (Minim) The second note we’ll look at is called a minim or ‘ half note. In other words, a whole rest, centered in an otherwise empty measure, is visually distinct enough so engravers used it for ANY measure rest (and as less work for them). You can pull up Debussy's "Prelude to the Afternoon of a Faun" which has 6/9, 9/8 and 12/8 measures, all of which contain a single whole rest, centered in the measure. For example, a semibreve rest (whole rest) lasts four beats, the same as a semibreve note. Most music rests follow the same note values and beats as the rest of the music notes.
